Digital Transformation Boosted By Pakistan’s New AI Initiative

ISLAMABAD: Pakistan has launched a strategic initiative to develop an artificial intelligence (AI)-driven operating system for government functions, aiming to modernize public administration and enhance operational efficiency. The Pakistan Digital Authority has initiated work on a Cognitive Government Operating System, designed to transform how government departments operate by embedding AI into core processes.

The project is being supported by the Ministry of Information Technology, which has shortlisted international consultants to assist in designing the system. Officials say the initiative will review existing governance structures and rebuild them into a streamlined digital framework.

Rather than following traditional departmental hierarchies, the new system will focus on core government functions, simplifying workflows, reducing duplication, and improving coordination across departments. AI tools will be employed to redesign processes and optimize decision-making, including simulations and practical use cases to demonstrate how technology can enhance higher-level policy decisions.

“The goal is to create a unified digital framework for managing government operations efficiently and effectively,” a senior official said. “This will not only improve coordination but also strengthen policy execution across sectors.”

The project is planned as a short-term strategic exercise, producing a roadmap for phased implementation in subsequent stages. Authorities believe the initiative will lay the foundation for next-generation digital governance and support Pakistan’s broader digital transformation agenda.

The Cognitive Government Operating System is part of Pakistan’s wider push to leverage emerging technologies for public service delivery, digital policymaking, and administrative reform. Officials expect the platform to enable smarter governance, faster decision-making, and a more responsive bureaucracy.
