Russia, South Africa Review Ukraine Conflict and Bilateral Cooperation

Russian President Vladimir Putin and South African President Cyril Ramaphosa discussed a possible resolution to the conflict in Ukraine during a telephone conversation on Tuesday, according to statements issued by the Kremlin and the South African presidency.

The Kremlin said that the situation in Ukraine was among the key topics of the call, during which President Ramaphosa expressed support for Russia’s efforts aimed at achieving a political and diplomatic settlement of the conflict.

“The situation in Ukraine was touched upon. Cyril Ramaphosa expressed support for Russia’s efforts aimed at a political and diplomatic resolution of the conflict,” the Kremlin said in its statement.

South Africa’s presidency said in a post on the social media platform X that President Putin briefed President Ramaphosa on developments in Ukraine and on what it described as Russia’s commitment to a diplomatic solution. The statement reiterated Pretoria’s support for diplomatic and peaceful efforts to bring the war to an end.

The South African presidency noted that this position was consistent with South Africa’s long-standing view, conveyed during engagements with both sides, that wars ultimately end through negotiations.

South Africa has previously offered to mediate in the armed conflict between Russia and Ukraine, which is set to enter its fifth year later this month.

During the call, President Ramaphosa and President Putin also pledged support for a process aimed at returning South African nationals who are fighting alongside Russian forces in Ukraine. Teams from both countries are expected to continue engagements to finalize the arrangements.

The two leaders further emphasized the importance of continued coordination between Russia and South Africa, including within multilateral forums such as the G20 and the BRICS grouping, which includes both countries along with Brazil, China, India and others.

In addition, the discussion covered efforts to strengthen bilateral economic relations. President Ramaphosa welcomed ongoing talks with Moscow focused on advancing a mutually beneficial trade and investment framework under the Russia–South Africa comprehensive strategic partnership.

According to South Africa’s Foreign Ministry, trade between South Africa and Russia is largely driven by South African exports of food products and capital equipment.
