Aliyev Accuses Moscow of Deliberate Attacks on Diplomatic Mission in Ukraine
MUNICH : Ilham Aliyev, President of Azerbaijan, accused Russia of deliberately targeting Azerbaijan’s embassy in Kyiv three times, describing the strikes as an “intentional attack” on a diplomatic mission.
Speaking at the Munich Security Conference, Aliyev said the incidents went beyond collateral damage from Russia’s war in Ukraine. After the first strike, Azerbaijan provided Moscow with exact coordinates of all its diplomatic facilities, yet two further attacks occurred.
The embassy sustained damage during three separate Russian attacks in 2025. In July, a missile strike near the embassy caused civilian casualties. In late August, a nighttime attack shattered windows and caused structural cracks. In November, debris from another strike caused further damage.
Aliyev was responding to questions about Russian strikes on Ukrainian energy infrastructure owned by Azerbaijani companies, noting that while Azerbaijan can respond only through diplomatic channels, the repeated embassy incidents represented a serious escalation and an “unfriendly act.”

Russian Foreign Ministry rejected the allegations, claiming that the so-called “targeted missile strikes” did not reflect reality. The ministry stated it had expressed “sincere regret” to the Azerbaijani ambassador in Moscow over November’s damage, attributing it to the “incorrect operation” of Ukrainian air defense systems. Russian officials added that strikes target only legitimate military objectives while considering the locations of foreign diplomatic missions.
