Zelenskyy Compares Russia-Ukraine Talks to 1938 Munich Agreement

MUNICH : Volodymyr Zelenskyy denounced Vladimir Putin as a “slave to war” during a speech at the Munich Security Conference, highlighting the extensive damage to Ukraine’s energy infrastructure caused by Russian attacks. Zelenskyy said, “There is not a single power plant left in Ukraine that has not been damaged by Russian attacks,” while praising workers who continue to repair the facilities.

Speaking days before the fourth anniversary of Moscow’s invasion, Zelenskyy drew parallels between the current Russia-Ukraine negotiations over territorial concessions and the 1938 Munich Agreement, when European powers ceded territory to Hitler before World War II erupted. He warned that dividing Ukraine would be an illusionary solution and emphasized that viable security guarantees are essential to prevent future aggression.

On the sidelines of the conference, Zelenskyy met Marco Rubio. He confirmed upcoming US-brokered talks in Geneva following earlier rounds in Abu Dhabi. Zelenskyy criticized repeated Western discussions on concessions, stressing that Russia often frames negotiations solely around Ukraine’s compromises.

He called on Western allies to accelerate political decisions, noting that Russian use of Iranian-designed Shahed drones has increased lethality. Zelenskyy also highlighted the importance of giving European nations a formal role in negotiations, a proposal opposed by Moscow, to strengthen prospects for a lasting resolution.
