Syria Appoints Envoy to Implement SDF Accord

The Syrian presidency on Saturday appointed a presidential envoy to supervise the implementation of the Jan. 29 agreement with the Syrian Democratic Forces (SDF), according to state media reports.

The Syrian Arab News Agency (SANA), citing the presidency’s media directorate, reported that Brig. Gen. Ziad Al-Ayesh has been tasked with following up on the accord and facilitating integration efforts under the authority of the Syrian state.

In an official statement, the presidency said the appointment is aimed at strengthening the presence of state institutions, removing administrative obstacles, and restoring public services in areas covered by the agreement. The move is part of broader efforts to consolidate government control and advance national integration initiatives.

According to Syrian media outlets, Al-Ayesh hails from the village of Arjah Al-Jawalah in the countryside of Hasakah province in northeastern Syria. He holds a degree in Sharia from Al-Ouzai University in Lebanon and a master’s degree in business administration from Idlib University in northwestern Syria.

Before the fall of Bashar al-Assad’s government on Dec. 8, 2024, Al-Ayesh served as head of civil affairs at the Interior Ministry of the Salvation Government in Idlib.

On Jan. 30, the Syrian government announced it had reached what it described as a “comprehensive agreement” with the SDF aimed at ending internal divisions and initiating a new phase of integration. Officials stated that the deal, which covers the cities of Hasakah and Qamishli, includes provisions for integrating military forces and enhancing administrative coordination.

The government said the latest accord complements a previous agreement signed on Jan. 18, forming part of a broader reconciliation framework intended to stabilize the region.

The development follows a military operation by the Syrian Army, which regained large areas in eastern and northeastern Syria after what officials described as repeated violations of a March 2025 agreement by the SDF.

Observers note that the appointment of a presidential envoy signals Damascus’ intention to formalize oversight mechanisms and accelerate implementation of integration measures, as authorities seek to reinforce state control and restore governance structures across contested territories.
