Pakistan, World Liberty Financial Sign MoU to Advance Digital Payments Innovation

A delegation from World Liberty Financial USA, led by Chief Executive Officer Zachary Witkoff, called on Prime Minister Muhammad Shehbaz Sharif in Islamabad on Wednesday.

Deputy Prime Minister Mohammad Ishaq Dar, Chief of Defence Forces and Chief of the Army Staff Field Marshal Syed Asim Munir, Minister for Finance Muhammad Aurangzeb, Special Assistant to the Prime Minister Syed Tariq Fatemi, and Chairman of the Pakistan Virtual Assets Regulatory Authority Bilal Bin Saqib were also present at the meeting.

Welcoming the delegation, the prime minister outlined his vision for a Digital Pakistan, focused on greater connectivity, access, transparency, and openness for citizens. He said the rapid growth of digital payments and financial innovation was a key component of Pakistan’s expanding digital economy.

The prime minister noted the increasing international interest in Pakistan’s digital financial markets and expressed satisfaction that the country was becoming an active part of the global digital finance system.

Mr. Witkoff expressed strong interest in working with Pakistan to develop a secure and transparent digital payment infrastructure, including innovations in cross-border settlements and foreign exchange processes. He praised Pakistan’s policy framework, saying it was helping position the country as a strong contender in the global digital finance landscape. He also conveyed his desire to further deepen engagement with Pakistan to explore next-generation digital payment and cross-border finance solutions.

Later, Prime Minister Muhammad Shehbaz Sharif and CDF/COAS Syed Asim Munir witnessed the signing of a memorandum of understanding between the Government of Pakistan and SC Financial Technologies LLC, an affiliated entity of World Liberty Financial. The MoU aims to facilitate structured dialogue and technical cooperation on emerging digital payment architectures for cross-border transactions. Finance Minister Muhammad Aurangzeb and World Liberty Financial CEO Zachary Witkoff signed the MoU on behalf of their respective sides.
